Pretenders to its crown – such as Frankfurt and Paris – did not even make the top 20. But four other UK regions were in the top grouping, which means that Britain provided five of the top 20 cities or regions.
In contrast, France, Italy and Spain did not get among the elite while Germany could manage only two cities or regions.
The rankings, by the Milken Institute, were based on job growth, wage growth, manufacturing, and the concentration of skilled service industry.
Top spot went to Inner London – East, which includes the Canary Wharf financial district.
Outer London – West and North West, which includes Heathrow and the surrounding science parks and research centres, was placed ninth.
Other UK areas in the top 20 were: Berkshire, Buckinghamshire and Oxfordshire; Leicestershire, Rutland and Northamptonshire and Derbyshire and Nottinghamshire.
The report said that the UK cities and regions that are succeeding “are examples of high growth, high productivity economies”.
It praised Inner London – East as being the closest European counterpart to the dynamic Silicon Valley in California.
